No, the police should not have behaved in that way, but that woman knew exactly what she was doing, and encouraged them.

Sure she was in on it. But that doesn’t in any way excuse the fact that those guys were not acting in a professional manner in any way, shape or form. That kind of behavior is for the bar or a party, not for on duty police officers. Shame!!
